Electric Retail Rate Increase 2011

Fact Sheet

Electric Rate Impact on Customers:
· The Town implemented a PCA reduction in August 2011, a decrease of 11.9%
· The Town filed for a retail rate increase in August 2011, an increase of 9.91%
· The net reduction in electric rates to the Town’s electric customer is approximately 2%

Town Electric Rates:
· The Town currently has the lowest electric rates in the state of Maryland (see handout)
· The Town’s retail rates are lower than: BGE, PEPCO, Potomac Edison, Hagerstown, SMECO, DPL,

Choptank, Easton, Berlin, and Thurmont.
· Town Residential rates are over 40% lower than Maryland state average for all electric utilities.

Town Finances for Electric Operations:
· The Town has stretched its operating budget for its electric customers, but has still been able to
maintain a modern and efficient electric utility.
· The Town has not increased electric rates for decades (over 32 years ago in 1979)
· The Town has operated at loss for the past three years, while continuing to reduce costs to the
maximum degree possible
· The Town’s electric losses for the past three years have been: 2009- $176,444; 2010 $89,131,
and 2011- $13,329
· The cumulative operating losses from the electric department require that the Town seek a
retail rate increase

Benefits:
· A municipally owned electric utility is a not-for-profit electric utility
· All benefits remain with the Town’s customers
· Source of customer value, community benefits, and local control

Future:
· The Town expects to reduce its power supply costs through current negotiations for future
power supply purchases.
· The Town expects another net retail rate reduction in 2013.
· The Town will continue to be one of the lowest cost options for electric in Maryland
· The Town operates the electric department for the benefit of its customers
· The electric department provides significant benefit to the community beyond low electric rates
